The Department of Health and Human Services has released new guidance that makes it easier for patients to access their medical records.

Doctors and hospitals cannot require patients to provide a reason for the request.

They also cannot deny access due to concerns about upsetting the patient.

New Laws Needed to Protect Youth from Concussions
Each year, as many as 3.8 million sports-related concussions occur in the U.S., according to the Centers for Disease Control and Prevention (CDC).
